E. Keith Thomson - Of CounselHomeland Security ExperienceMr. Thomson advises the firm's WCO SAFE Framework and Smart Borders practice group, working closely with Rob Bonner on projects in these areas. In addition, Mr. Thomson advises each of the firm's practice groups on their international projects. In that capacity, he has been actively involved in the firm's UK Border Agency project as well as its various traveler management projects. Mr. Thomson was appointed the Assistant Commissioner for the Office of International Affairs in CBP in July of 2004. Before his appointment as Assistant Commissioner, Mr. Thomson served for almost one year as the Director of CBP's Office of Trade Relations. During his tenure at CBP, Mr. Thomson worked closely with the international trade community, other customs administrations, and the WCO on a variety of matters. In his role as Assistant Commissioner, Mr. Thomson was responsible for all foreign initiatives, programs and activities within CBP. This included managing four divisions, a budget of more than $180 million (direct and reimbursable funds), and more than 1,000 positions located at Headquarters and in foreign countries. While at CBP, Mr. Thomson oversaw the operation and expansion of the Container Security Initiative. During his tenure, Mr. Thomson also led a CBP team that successfully negotiated, wrote, and through the World Customs Organization, established a landmark international commitment to safeguarding maritime commerce - the WCO Framework of Standards to Secure and Facilitate Global Trade ("WCO SAFE Framework"). Under his guidance, CBP also led efforts to implement various aspects of the WCO Framework, particularly the nascent Capacity Building program, where donor countries, including the United States, mentor countries requiring additional training and systems to participate in all aspects of the global supply chain. Management ExperiencePrior to his political appointment with CBP in 2003, Mr. Thomson had forty years of management experience in the international engineering and constructions business. With Fluor Corporation, Mr. Thomson most recently served as the President and CEO of Fluor Hanford Corporation, with responsibility for a 5,000 person workforce in Richland, Washington. Before assuming the President and CEO position, Mr. Thomson was stationed in London and served as Fluor's responsible corporate officer for world-wide services to BP British Petroleum. He also served as President of Fluor's South Asia region based in New Delhi, India, and as President of Fluor Daniel's North Latin American Region, resident in Caracas, Venezuela. From 1987-1991, Mr. Thomson was the Chief Executive Officer of The Sterling Group, a management consulting organization whose clients include banks, financial institutions, chemical companies and environmental firms. For these clients, The Sterling Group provided management change services, and for three of these clients Mr. Thomson led a team where he was the Chief Executive Officer. Prior to 1987 Thomson had twenty-two years of management responsibility with the Bechtel Group of Companies, including duty as the company's responsible officer for the Middle East and establishing and managing the company's Washington D.C. office from 1971-1975. InternationalMr. Thomson has spent much of his career living and working outside the United States. He has led organizations and projects in Lebanon, Kuwait, Nigeria, Yemen, The Philippines, India, Venezuela and the United Kingdom. He has working experience and relationships in all regions of the world, including the Middle East. Military Service and EducationBefore emigrating to the United States from England, Mr. Thomson served as a career officer in the Royal Air Force. He completed training in Canada and then served on B-57 (Canberra) squadrons in Aden (now Yemen) and in the UK. Thomson completed military service as an instructor at the Royal Air Force College Cranwell. Mr. Thomson holds an MBA Degree from Golden Gate University and completed graduate studies at Stanford University. |
