Jeff Thamkittikasem - Vice President

Mr. Thamkittikasem leads the firm's Transportation Security practice group. He also plays a leading role in several other practice groups, including: Risk Assessment and Intelligence; Traveler Management; and Organizational Design, Business Process Reengineering, and Change Management.

During his tenure at U.S. Customs and Border Protection (CBP), Mr. Thamkittikasem served as a Senior Policy Advisor and the Chief of Staff in the Commissioner's Office of Anti-Terrorism (OAT). As Chief of Staff for OAT, Mr. Thamkittikasem led the formation of CBP's policy related to anti-terrorism initiatives and programs. He oversaw and prioritized OAT staff efforts, including the Commissioner's Situation Room, to ensure the proper alignment of CBP's anti-terrorism policies and response efforts with its operational capabilities and assets. As a Senior Policy Advisor, Mr. Thamkittikasem provided policy guidance in the development of agency-wide programs, operations, initiatives, and training matters.

While at CBP, Mr. Thamkittikasem's responsibilities included:

  • Advising the Commissioner and senior leadership on matters related to CBP's priority mission, including policy recommendations that maximized CBP's anti-terrorism efforts within the agency's overall facilitation and security missions, to include:

    • Intelligence/Information Sharing efforts
    • Common Operating Picture and Maritime Domain Awareness
    • SBI intelligence requirements
    • DHS Small Boat and Maritime Strategy
    • Coordinated Business/Trade Resumption Plans
    • Targeting/Risk Assessment Methodology
    • Terrorism threat analysis and assessment
  • Ensuring CBP's anti-terrorism policies and operations were properly coordinated with the appropriate members of the international, federal, state, and local law enforcement and intelligence communities.
  • Advising the Commissioner and senior leadership on issues concerning investigative trends and activities, at the national and international level, that related to CBP's anti-terrorism efforts.
  • Reviewing CBP's intelligence and information sharing capabilities and making recommendations for policy and operational priorities to the Commissioner and senior leadership.
  • Coordinating the efforts of, and participating in, the CBP-Immigration and Customs Enforcement (ICE) Coordination Council
  • Developing international, multilateral, and bilateral strategies and operational efforts to increase the security of our borders, including:

    • Operational Coordination with international partners during recent terrorist threats and incidents of national significance
    • Proliferation Security Initiative efforts
    • Maritime Operational Threat Response plans
    • Security and Prosperity Partnership (SPP) action plans
  • Working closely with the Homeland Security Council, the DHS Office of the Secretary, the United States Coast Guard, and the Bureaus of Immigration and Customs Enforcement and Citizen and Immigration Services, the Federal Bureau of Investigations, the Defense Department, and the State Department on visa, immigration, maritime security, aviation security, incident management, intelligence, and other homeland security matters.

Prior to joining CBP, Mr. Thamkittikasem was a Senior Consultant at Deloitte, LLP, in their Federal Practice. While at Deloitte, he worked on a number of projects implementing and evaluating strategic operations within government agencies such as the Department of Homeland Security, Department of Labor, and Department of Housing and Urban Development, as well as helping the firm to develop thought pieces on government best practices.

Prior to his tenure at Deloitte, Mr. Thamkittikasem served as a Legislative Fellow for a Councilmember in New York City, assisting in the development and passing of legislation focused on areas of budgeting, housing, and education. Mr. Thamkittikasem has extensive experience in public and private budgetary and financial analysis, both at the New York City Council and working as a Senior Consultant at ZIA Information Analysis, Inc., a litigation consultancy, where he provided expertise to various clients on litigation and arbitration matters.

Mr. Thamkittikasem received an MPA from Columbia University's School of International and Public Affairs in 2003, an MA in Sociology from Stanford University in 1998, and graduated with honors from Stanford University in 1998.
