Kathleen L. Kraninger - Senior Director

Ms. Kraninger is a member of the firm's Risk Assessment and Intelligence, Transportation Security, and Traveler Management Practice Groups. Within these areas, she leads the firm's work on credentialing and identity management.

Ms. Kraninger joined the firm after more than 10 years of government service, including key positions at the Departments of Homeland Security (DHS) and Transportation (DOT) and on the Hill. Most recently, as Deputy Assistant Secretary for Policy (Screening Coordination)/Director of the Screening Coordination Office at DHS, Ms. Kraninger:

  • Oversaw all facets of planning and implementing key people screening programs, such as the Western Hemisphere Travel Initiative, Secure Flight, and the Transportation Worker Identification Credential program, that total more than $1 billion in investments.
  • Supported TSA checkpoint operations and policies, visa policy, and CIS transformation initiatives.
  • Developed priorities, and instituted policy frameworks, for credentialing and screening programs that were integrated into strategic planning, budget, investment, acquisition, information sharing, and research and development processes.
  • Worked with a wide range of government and private sector partners in the U.S. and abroad to frame and implement initiatives addressing biometrics and credentialing standards and policies, trusted traveler programs, driver's license security, and information sharing.
  • Established and managed a new headquarters office, which included articulating its mission and goals, developing the $4 million budget and staffing plan, and recruiting/ contracting for a 29-person team.
  • Served as a senior executive and advisor to the Secretary, Deputy Secretary and Department leadership, testified before Congress, and frequently represented the Department in media interviews, Congressional briefings, conference speeches, and interagency meetings.

As a Professional Staff Member on the Homeland Security and Governmental Affairs Committee (HSGAC), Ms. Kraninger:

  • Drafted major legislation, including the SAFE Port Act, Pub. L. 109-347.
  • Advised Chairman Collins, Committee Members, and staff on privacy, border and transportation security, and general homeland security policy and legislation, and recommended policy positions on key issues.
  • Conducted oversight of a wide-range of DHS programs and operations and directed investigations on cargo security programs, DHS operations centers, and Hurricane Katrina response.

Prior to her position on HSGAC, Ms. Kraninger served as a Policy Advisor to DHS Secretary Ridge, where she guided and developed border, immigration and transportation security policy. In her Policy Advisor role, Ms. Kraninger worked closely with officials across the department to shape and implement major policy initiatives, including: US-VISIT; terrorist screening processes; and cargo, aviation and maritime security.

At the Department of Transportation, Ms. Kraninger served as Advisor to the Secretary for Policy and Assistant Director of Legislative Affairs, advising the Secretary, Deputy Secretary and Department leadership on a wide-range of policy and legislative matters, including transportation security, maritime issues, airport improvements and aviation and highway reauthorization.

Ms. Kraninger also served as a U.S. Peace Corps Volunteer in Ukraine from September 1997 until November 1999. She received her J.D. from Georgetown University Law Center in 2007 and graduated magna cum laude from Marquette University in 1997.
