Rob Wavra - Principal

Mr. Wavra is a senior member in Sentinel's Risk Assessment & Intelligence and Organizational Design, Business Process Reengineering, and Change Management practice groups. He acts as an advisor to public and private sector entities on a wide-variety of passenger vetting, rules-based targeting, risk and vulnerability assessment, and border security projects in the U.S. and abroad. Some examples include:

  • Acting as vetting engine and analytic process SME for a DHS passenger vetting program.
  • Developed API- and PNR-based air passenger targeting rules for automated risk assessment pilots in two EU countries.
  • Developed land border cargo targeting rules for a third EU country.
  • Served as Policy Lead for a DHS passenger vetting program, developing policy analysis papers, action memos, and recommendations on issues such as co-traveler vetting and vetting requirements for passengers overflying the US.

Mr. Wavra joined Sentinel in June 2009 from Endeca Technologies Inc., a leading information access and enterprise search software company. Mr. Wavra led Endeca's U.S. public sector consulting practice, managing deployments of search, targeting, and intelligence analysis applications to clients within the Intelligence Community, law enforcement, and DoD. As the lead functional consultant in the federal space, he developed expertise in person vetting, social network analysis, all-source intelligence analysis tools, and intelligence operations management applications requiring complex entity extraction and resolution, tagging, and analytics.

Prior to his tenure at Endeca, Mr. Wavra held increasingly senior consulting roles at Deloitte Consulting LLP. As a Senior Consultant, he led process improvement and program evaluation efforts related to terrorist watch listing, information and data sharing, and risk assessment at DHS. These included:

  • Leading planning and program management office team for a DHS component's Information Sharing Environment transformation program, with specific focus on data management strategy.
  • Performing strategic planning for a hazardous materials security portfolio analysis project across stakeholders in DHS, TSA, and DOT/PHMSA.
  • Leading a process and functional consulting team enhancing a terrorism risk self-assessment application for DHS Office of Infrastructure Protection.
  • Directing a functional team capturing requirements and business processes related to the dissemination of Watch List data for a DHS component's Office of Intelligence.
  • Serving as a member of a small team that streamlined the TSA No Fly List redress process.

Mr. Wavra was also selected to be a Deloitte Research Associate Fellow, co-authoring a study on shared services in the public sector with the Reason Foundation.

Mr. Wavra received a BA from the University of Virginia.
