Tom Bindley - Senior Consultant

Mr. Bindley is a member of the Transportation Security and WCO SAFE Framework and Smart Borders practice groups. He also works closely with the Visitor Management practice group on various projects.

Mr. Bindley joined the Sentinel HS Group in September 2007 from the Transportation Security Administration (TSA), where he most recently ran the agency's pandemic influenza planning initiative.

In that capacity, Mr. Bindley represented TSA for all interagency preparedness and response coordination. Mr. Bindley was involved with several interagency initiatives focused on developing U.S. Government response protocols. He worked closely with representatives from: U.S. Customs and Border Protection; Immigration and Customs Enforcement; the Federal Emergency Management Agency; the U.S. Coast Guard; the DHS Offices of Policy, Infrastructure Protection, and State & Local Government Coordination; and the Departments of State, Defense, Health & Human Services, and Transportation. He also led TSA's internal pandemic influenza task force, which consisted of all divisions within TSA responsible for protecting TSA's workforce and ensuring continuity of essential functions and services during a pandemic or biological disease outbreak.

Internationally, Mr. Bindley has worked with Canadian and Mexican transportation authorities (under the North American Aviation Trilateral (NATT) and the Security and Prosperity Partnership (SPP)), as well as the Asia-Pacific Economic Cooperative (APEC), on approaches to aviation sector management during a potential biological disease outbreak.

Mr. Bindley's experience with TSA also included:

  • Working with the Transportation Security Operations Center and TSA Office of Law Enforcement and Federal Air Marshal Service (OLE-FAMS) on the development of TSA's protocols for responding to requests for assistance from the U.S. Centers for Disease Control.
  • Developing guidance for the Transit, Intercity Rail, and Highway and Motor Carrier Security Grant Programs.
  • Serving as acting chief of staff for a mass transit information sharing pilot program, which brought together several components of DHS and the Department of Transportation, particularly the Federal Transit Administration, in the wake of the July 2005 London transit bombings.
  • Managing the intra- and interagency writing and content delivery process for the Transportation Sector Specific Plan, under the National Infrastructure Protection Plan, including industry stakeholder outreach.
  • Deployment to the FEMA Hurricane Katrina Joint Field Office in support of Emergency Support Functions related to Media and Communications, on the staff of Admiral Thad W. Allen.
  • Representing TSA at weekly US-VISIT interagency meetings and working with TSA offices of Intelligence and Ombudsman on the passenger redress process for the agency's no-fly and terrorist watch lists.
  • Writing and editing strategic papers on all program areas for the Office of Maritime and Land Security (Highway, Mass Transit, Rail, Pipelines).
  • Leading a planning group focused on defining capabilities for, and awareness of, the psychological consequences of transportation terror, and the psychological components of preparedness, response and recovery.
  • Serving as a speechwriter for the Assistant Administrator of the Office of Maritime and Land Security and other TSA executives.

Mr. Bindley holds an MPA from Columbia University's School of International and Public Affairs. Prior to pursuing his graduate studies, Mr. Bindley worked in the marketing research and online advertising industries in Silicon Valley after receiving his undergraduate degree from Georgetown University.
